A. Preliminary Capital Outlay, John Heltunen, Director of Buildings and Grounds
Requests were compiled through meetings with principals, head engineers and architects. LTFM requests were also identified. Boiler replacement at TESS and roof replacement at DES, asbestos abatement at PES and MESI, and reconstruction of southeast entrance at DES are some of the larger priced projects. The proposed budget for Captital Outlay is $1,315,933.

NOTICE OF INFORMAL PROBATE OF WILL AND INFORMAL APPOINTMENT OF PERSONAL REPRESENTATIVE AND NOTICE TO CREDITORS
Notice is given that an Application for Informal Probate of Will and Informal Appointment of Personal Representative was filed with the Registrar, along with a Will dated April 29, 2010. The Registrar accepted the Application and appointed Kathy Jo Barthel, whose address is 10560 – 31st Place NE, St. Michael, MN 55376, to serve as the Personal Representative of the decedent’s estate.
Any heir, devisee or other interested person may be entitled to appointment as Personal Representative or may object to the appointment of the Personal Representative. Any objection to the appointment of the Personal Representative must be filed with the Court, and any properly filed objection will be heard by the Court after notice is provided to interested persons of the date of hearing on the objection. Unless objections are filed, and unless the Court orders otherwise, the Personal Representative has the full power to administer the estate, including, after twenty-eight (28) days from the issuance of Letters Testamentary, the power to sell, encumber, lease, or distribute any interest in real estate owned by the decedent.
Notice is further given that, subject to Minn. Stat. § 524.3-801, all creditors having claims against the decedent’s estate are required to present the claims to the Personal Representative or to the Court within four (4) months after the date of this notice or the claims will be barred.

NOTICE IS HEREBY GIVEN that Bids for the construction of the 2023 Pavement Improvement Project will be received online through QuestCDN vBid™ until Thursday, April 20, 2023, at 10:00 a.m. local time. Immediately following expiration of the time for receiving bids, representatives of the City of Hanover will publicly view Bids at an online Bid opening meeting. Those interested in viewing the online Bid opening are welcome to join the meeting by logging on to https://zoom.us/join or calling 1.312.626.6799 and entering Meeting ID 998 5605 7015 and Passcode 545728. The as-read online Bid results will be available at www.quest cdn.com following the Bid opening.
The Project includes the furnishing of all labor and materials for the construction complete in-place, of the following approximate quantities:
13,500 SY Full Depth Reclamation
2,200 SY Mill Bituminous Pavement
1,650 TON Type SP 9.5 Wearing Course Mix (2,C)
1,900 TON Type SP 12.5 Non Wear Course Mix (2,C)
1,100 LF Remove and Replace Concrete Curb & Gutter
970 SY Restoration – Seeding
The provisions of MINN. STAT. 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Advertisement for Bids of the City of Hanover shall comply with the provisions of the statute.
Information and Bidding Documents for the Project can be found at www.questcdn.com. Bidding Documents may be downloaded from the website for a nonrefundable fee of $55 by inputting Quest project #8436729 on the website’s Project Search page.
The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the website www.questcdn.com. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from other sources.
Bids will only be accepted via the electronic bidding service through QuestCDN.
The City Council reserves the right to reject any and all Bids and to waive any Bids received without explanation. No Bid may be withdrawn for a period of 60 days.
For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
